A situation or system in which the odds are unfairly manipulated to ensure a particular outcome, making true fairness impossible.
Origin
The deceptive practice of using 'loaded dice' dates back to antiquity, with archaeological finds from Roman sites and beyond revealing dice intentionally weighted or shaved. These cunningly altered cubes had small amounts of lead or other heavy materials inserted, or their sides were subtly filed down, to shift their center of gravity and force them to land on preferred numbers with unnatural frequency. The term literally describes these rigged gaming tools, and its vivid imagery of a game inherently unfair quickly migrated from the gambling table into everyday language, becoming a sharp metaphor for any system or situation where the odds are covertly manipulated and a truly just outcome is impossible.
