Meaning
It means everything possible or available, the complete amount, or the full extent of an effort.
Origin
In the heat of a World War II aerial dogfight, fighter pilots relied on their machine guns, each loaded with belts typically nine yards long. To truly incapacitate an enemy, a pilot would often unleash every round, metaphorically 'giving the whole nine yards' as they emptied their entire ammunition supply into the target. This vivid image of expending the maximum possible, of holding nothing back until the very last round was fired, eventually migrated from the cockpit to everyday language, becoming a powerful expression for giving complete effort or providing absolutely everything.
